Spouses Lapiña acquired land in 1978 as Filipino citizens, later became Canadian citizens, then applied for registration in 1987. The Court held that since the spouses' predecessors-in-interest possessed the land since 1937 under the requirements of Section 48 of the Public Land Act, the land had already converted from public to private domain by operation of law before the spouses acquired it. Under the 1987 Constitution Article XII, Section 8 and BP 185, natural-born citizens who lost citizenship may be transferees of private residential land up to specified limits. The case establishes that registration merely confirms existing title rather than conferring ownership, and that the critical time for determining eligibility is when the land was acquired, not when registration is sought.
