This consolidated case involves a dispute over the territorial jurisdiction of Calamba City and Tagaytay City regarding real properties owned by Urban Property Holdings, Inc. (UPHI). UPHI, whose titles expressly locate the properties in Calamba City, sought to quiet its title after Tagaytay City issued tax declarations over the same land and conducted a public auction. Tagaytay City challenged the trial court's jurisdiction, claiming the matter was a boundary dispute to be resolved by local government units. The Supreme Court affirmed the Court of Appeals' decision, ruling that the issuance of conflicting tax declarations by Tagaytay City created a valid cloud on UPHI's title. The Court emphasized that Torrens Titles are conclusive as to the location of the property and that, in the absence of a formal pending territorial dispute, the judiciary has the authority to resolve the quieting of title. Consequently, UPHI was ordered to continue paying real property taxes to Calamba City.
