PAGCOR refused payment claiming petitioner was a junket player under ABS Corporation's special arrangement. The Supreme Court affirmed lower courts' dismissal, ruling that PAGCOR's Junket Agreement with ABS Corporation violated PAGCOR's exclusive franchise and was void ab initio. Since gambling is generally illegal except under PAGCOR's franchise, and PAGCOR cannot delegate its authority to third parties, the arrangement constituted illegal gambling.
