The provision

Penalty to be imposed upon accessories of an attempted crime. -The penalty lower by two degrees than that prescribed by law for the attempt shall be imposed upon the accessories to the attempt to commit a felony.

Intellegal Wiki · In plain terms

For a person who acts only as an accessory to an attempted felony, the penalty is set two degrees lower than the penalty the law fixes for the attempt itself. This reflects the reduced liability of those with the most remote involvement in a crime that was never completed.
